SECRETARY OF STATE'S SPEECH FOR FOREIGN AFFAIRS DEBATE 22 MARCH

1. Since the last Foreign Affairs Debate in this House on 3 November the

top item on the agenda has undoubtedly been the European Community. My Rt

Hon Friend the Prime Minister made a full statement yesterday on the

European Council. And I hope that the House will have an opportunity for a

debate on this very shortly. The timing of the Debate will clearly be a

matter for my Rt Hon Friend the Leader of the House. But I do not intend

to go into detail on Community affairs today.

Instead, I want to focus on the other major issues which have been

occupying us since the Debate in November. In particular I shall

concentrate on East/West relations, the Middle East and Transatlantic

relations. I also want to talk a little about two important but

self-contained issues, Hong Kong and the Falklands.
