Mr Eldon has told me that Lord Fanshawe wants a debate on Hong Kong in the Lords. I understand that he is likely to get leave to ask an unstarred question on 21 May, which would allow about 11 hours debate.
2.
Lady Young believes that a debate on Hong Kong in the Lords is inevitable and that this is perhaps the best way of managing it. We have been asked to supply a suitable form of words to suggest to Lord Fanshawe. Mr Luce may wish to discuss this at his meeting this afternoon. I suggest we consider the following formulation:
"What is HMG's current approach to the negotiations with the People's Republic of China on the future of Hong Kong, in the light of the recent visit by the Foreign and Commonwealth Secretary to China and Hong Kong?"
3. This should enable Lady Young to refer to the Secretary of State's statement in Hong Kong and to direct the debate on lines helpful to HMG.
