finances. Hong Kong's existing economic relationships with the world would continue. People from outside Hong Kong, including people from Britain would continue to make a contribution to life in Hong Kong.
5. I cannot enlarge on what has been discussed in the talks, because
we regard it important to maintain confidentiality. Aware that
people of Hong Kong and Members of this House feel the need for more

6. Consultation with people of Hong Kong has been continuous process from the beginning, through EXCO, ministerial visits and many other channels. Now going ahead on more informed basis. Views expressed by Hong Kong people will continue to be taken fully into account in
our approach to negotiations. In due course Hong Kong people will
have full opportunity to express their views on text of draft
agreement.

7. Understand anxieties in Hong Kong. This is time for people of territory to show creativity and resilience with which in past they have confronted prospect of change. Hope they will discuss future constructively and in a spirit of realism, with a sense of commitment to their community. Development of Government of Hong Kong along increasingly representative lines, which HMG fully endorses, will give them the means and, I hope, the confidence, to
contribute to their own future.
8. Parliament will play decisive role. Working to timetable in
talks which will take account of Chinese wishes and all our own
requirements. Agreement which is needed must be such that we can commend it to Parliament.
