Of the points listed by the Secretary of State, I suggest that the following could be included in the statement:

(i)

(ii)

(iii)

(iv)

movement towards more representative Government in Hong Kong;

referendum (a passing reference to the difficulty of a referendum, on the lines of the statement at the Hong Kong press conference);

assurances (again on the lines of the 20 April statement;

international status of Hong Kong in GATT, ADB etc.

There are two other points. The Secretary of State might deal in his speech with a point raised in the UMELCO manifesto: will effective British administration continue until 1997? We should moreover include a reference to the efforts which we made in the talks to secure the continuation of British administration (a point raised by the Governor in the acceptability context).

3. A number of the other points listed by the Secretary of State will certainly be raised in the debate. They might best be covered by notes for supplementaries, for use in response to interruptions, or in Mr Luce's winding-up speech. A full list of points in this category, which would include other points raised by the UMELCO manifesto, will be:
