with your minute of 4 May (52)

He has made a couple of comments on the text below. In addition, he believes that his opening statement will have to say more about the timetable. He has also listed a number of points of concern which emerged from his meeting with MPs recently and would be grateful for advice on which of these he must address in his statement: which he should be ready to deal with as a result of interruptions: and which should be left for Mr Luce's winding up speech or finessed altogether. The Secretary of State's list is as follows:

movement towards more representative government in Hong Kong;

referendum;

no amendments possible to draft agreement after publication;

what if no agreement reached?

(v)

(vi)

(vii)

(viii)

etc.

what if agreement rejected by Hong Kong?

assurances/guarantees;

a safe haven for BDTCs;

international status of Hong Kong in GATT, ADB

There may be other such ideas arising from the press conference in Hong Kong or the latest UMELCO manifesto. The Secretary of State would be grateful if those concerned, including

Mr Houston and Mr Goulden, to whom I am copying the papers, could consider whether this list misses out important areas, and how it might be divided into the categories mentioned above.
