Freedom and stability. All participants emphasized the importance of maintaning freedom and stability which must be safeguarded in the future.

If Hong Kong were to be under self-rule both Britain and China must ensure that the existing system and lifestyle would be maintained. Though the present systems may not be ideal, with the efforts of the Hong Kong people and the assistance of the Chinese and British authorities, Hong Kong would see improvement and its stability and prosperity would be further enhanced.

To save the Hong Kong people from anxiety, Britain and China should announce the content of their agreeent as soon as possible.

If the transition period is regarded as not long enough to avoid confusion in Hong Kong, then Britain and China should seek to extend it rather than insisting on 1997 as the deadline.
