The political future of Hong Kong is gradually taking shape. After 1997 sovereignty will revert to China, and Hongkongites will have to undertake the task of governing the territory.

The pre perity and stability of any community depend to a greater or lesser degree on the efforts of professional people. Sadly, however, many local people with administrative skills, and many others trained in such specialized fields as computer technology, accounting, medicine, law, etc., are actively investigating the possibility of emigrating to other countries, or have already made applications to such effect. There is no doubt that Hong Kong is at present experiencing a brain-drain.

How can we attract these professionals back to serve the territory ? And how can we convince those who are still here to stay. There is no single, easy solution to the problem, but as a first step, it seems sensible and reasonable to gather opinions from the people themselves. That is why I am sending out this questionnaire.
