The Future of Hong Kong
For the development from now to 1990, my suggestions
are as follows

The
The Legislative Council should be open for public election.
There should be one seat for every 7,500 persons and a certain
number of seats should be reserved for appointed members.
Legislative Council should comprise both the ruling and the
opposition parties. The leader of the ruling party should be
the Chief Executive.
The Legislative Councillors should elect among themselves a
person, who does not belong to either party, to be the Chairman
of the Council for the purpose of conducting meetings...
When the leader of the ruling party becomes the Chief Executive,
the status of the Governor of Hong Kong would become the
Governor-General.
After 1997, Legislative Councillors should elect among
themselves a representative, who does not belong to any parties, to
represent Hong Kong as the 'Head of State'. He will have no executive
power and will enjoy the utmost honour. After being elected, he will
be appointed by Beijing as an indication of China's sovereignty over
Hong Kong.
