We are Hong Kong Government employees, educational workers and Hong Kong citizens, the 1997 issue of Hong Kong is of our concern and we are determined to face it.

Our views are positive. We are willing to stay on with our work beyond 1997 in order to help upuring the quality of education and extend its good effect, upkeep stable and productive civil service and oring about a better Hong Kong for all.

In the past year or so, the Chinese, British and Hong Kong Governments have been doing a lot at different levels on this issue, which we all have watched closely and remembered. Now the Sino-British Talks is, at its final stages, the draft agreement is about to be signed and our members' opinion survey has been completed, we would like to sincerely put forward our views to the Chinese, 3ritish and Hong Kong Governments respectively.

Recommendations to the Chinese Government:

Po set up a

com ittee to draft the "Basic Laws r dong Kong". The first draft should be open to Hong Kong people for discussion, opinions will then be collated and a sorbed, and the draft after modification will be thrown back to Hong Kong people for second discussion after which the Committee will finalize everything.

The Head of Hong Kong after 1997 should be elected through referendum.) If the first Head cannot be chosen in this manner, the second and the rest must be.

Hong Kong should be allowed to join or to remain in tuose organizations unde. 'the United Nations or t.ose international and regional organizations in the

name of "Hong Kong" or "Hong Kong China". Hong Kong can also establish economical, educational and cultural relations with other nations or regions.

The Chinese army, if stationed in Hong Kong, should observe Hong Kong Laws and respect the authority of the Hong Kong Government, except on matters related to National Defence.

Recommendations to the British Government:

To view and revise the prejudicial and unjust "Nationalization \ct" pin- pointing on the British subjects in Hong Kong.

To fulfill and take up the responsivility of looking after Hong Kong residents (born before 1997) including making arrangements to resettle them upon their requests.

It is the responsiJility of the British Government to help res-ttle those civil servants who cannot adapt to the new environment. The extention of help should include looking for countries to accept civil servants immigrants.

If no agreement acceptable by all parties concerned (including Hong Kong civil servants) can be reached, then the British Government should clearly declare her will and determination to take up the responsibility of paying pensions to all Hong Kong civil servants.
