16. Hong Kong has an independent education system:
and programme. She will continue to carry on
her cultural activities and maintain her cultural links with other parts of the world (including religious and other bodies).
17. Safeguard the basic civil rights of HK people
in accordance with the UN Declaration of Human Rights. Safeguard the rights of HK workers to organize trade unions, bargain collectively, hold strikes and maintain links with the ILO.
18. The Sino-British agreement need not be guaran- teed by other nations or international organi- zations.
19. Anyone born in Hong Kong (even after 1997) or
who has resided in the territory for 7 years can become a Hongkong citizen. Foreigners can also become Hongkong citizens without having to relinquish their original nationality.
20. Measures to safeguard the employment of civil servants and specific arrangements for the post-1997 period should be written into the agreement.
21. The British and Hongkong governments should first consult civil servant bodies and seek an agreement on post-1997 arrangements re- garding job security, terms of service, pen- sions, etc. of civil servants. Matters relating to civil servants discussed at the Sino-3ritish talks should also be approved by local civil servant bodies before being agreed upon.
22. It would be acceptable for the Sino-British
agreement to stipulate that civil service pensions will continue to be paid by the post- 1997 HK government on the original terms.
23. Before signing the agreement, the Chinese and
British governments should seek the views of those countries or groups (e.g. USA, Japan, EEC, etc.) with close economic links with HK, to ensure that they will be satisfied with the territory's changes and to convince them that Hongkong will still be able to play its present role in future.
