A. Concerning the Chinese government

1. After the Sino-British talks arrive at an agreement,

China should set up a basic law committee to draft the basic law for Hong Kong. The initial draft will be given to Hongkong people to discuss and the committee will make amendments based on the opinions of Hongkong people. The draft will then be discussed by Hongkong people and finally endorsed by the Chinese government.

2. If circumstances permit, the first chief administrator in Hong Kong after 1997 should be elected by universal suffrage by the people of Hong Kong. If the adminis- trator has to be appointed by consultation for the first term, he should be elected after the second term.

3. Hong Kong can retain its membership in the various

organizations under the United Nations, in the capacity of a region (e.g. 'Hong Kong' or 'Hongkong, China'). It can also apply for membership in other bodies if necessary.

4. Hong Kong should enjoy a high degree of autonomy and

should establish economic and cultural ties with other countries or organizations (regardless of their religious faith or political commitments).

5. Apart from its national defense duties, the Hongkong

garrison should come under the control of the HK government and HK laws.

B. Concerning the British government

6. The British government cannot evade its responsibility towards the people of Hong Kong by the mere promise of arrangements that would secure for Hong Kong after 1997, a high degree of autonomy under Chinese sovereignty, and that would preserve the way of life in Hong Kong, together with the essentials of the present systems'. The British Nationality Act, which discriminates against Hongkong British nationals, should be revised. Those born in Hong Kong before 1997 should be taken care of.
