EXCHANGE OF MEMORANDA
A. THE BRITISH MEMORANDUM

In 1997 all Hong Kond persons now defined as
British Dependent Territories Citizens (BDTC's)
will cease to be so. They will be entitled
to use passports issued by the British
Government and will retain an appropriate
status. This status will not give such
persons the right to live in Britain.
No person will acquire BDTC status after
1997, and no person born after 1997 will
acquire the appropriate status mentioned
above.

British Consular Officials in Hong Kong
may renew and replace passports of persons
They may also issue them
mentioned above.
to persons born before 1997 who were pre- viously included in their parents' passport.
4.
Those with British issued passports as above
will be entitled to British Consular Services
and protection when abroad.
B. THE CHINESE MEMORANDUM

All Hong Kong Chinese people are defined as
Chinese Nationals whether or not they hold
British Dependent Territories passports.
2. The Chinese Government will permit Chinese
Nationals in Hong Kong who were previous
British Dependent Territories citizens to
travel with British issued travel documents.
3. Such people will not be entitled to British
Consular protection when they are in Hong
Kong or China.
