RIGHTS TO LIVE IN HONG KONG
(F11)
The following persons will have the right to live in Hong Kong and
will be issued with permanent identity cards :
1.
Chinese nationals born in Hong Kong or
who have lived continuously in Hong
Kong for at least 7 years.
2.
Chinese nationals born outside Hong
Kong whose parents have the right to
live in Hong Kong.
3. Non-Chinese nationals who have lived
continuously in Hong Kong for at least
7 years and have taken it as their place of permanent residence.
4.
All other persons who had the right to
live only in Hong Kong before 1997.
All the above categories of persons will be eligible to receive pass-
ports or
travel documents issued by the Hong Kong Special Adminis-
trative Region.
Holders of valid passports and travel documents will be free to tra-
vel outside Hong Kong without special permission.

The Government of Hong Kong will be free to apply immigration controls

as it sees fit. Entry into Hong Kong from China will continue to be
restricted.
