THE SINO-BRITISH JOINT LIAISON GROUP

It is proposed to set up a joint group between the Governments of Britain and China. The purpose of this is to assist in the smooth
transfer of Government in 1997.

The British Government will have full responsibility for Hong Kong
before 1st July 1997. The group will have no power and will play
no part in the administration of Hong Kong, nor will it have any
supervisory role over that administration.

The purpose of the group is to discuss how the agreement should be implemented, and power smoothly transferred in 1997.
The group will meet in Beijing, London and Hong Kong each place at
least once a year.

The principal base of the group will be in Hong Kong from 1 July,
1988, and will continue its work until 1 Jan, 2000.
