1. Foreign Affairs and defense will be the

responsibility of the Government of China.

2.

The Hong Kong Government may independently develop trade and other relations in cer-

tain areas such as economic, financial,

cultural, sporting etc. under the name,

"Hong Kong, China".

3. Hong Kong may remain party to international

agreements even though the government of

China is not party to such agreements.

Consular and official missions may be esta-

blished in Hong Kong. The United Kingdom

establish a consulate-general in Hong

Kong.

5. The establishment of a police force and the

maintenance of public order will be under the

control of the Hong Kong Government.

6. The Chinese Government may station soldiers in

Hong Kong for the purpose of defense, but they

shall not interfere with the internal affairs

of Hong Kong, and their cost will be borne by

the Government of China.
