INTRODUCTION

Background to the Study
In August 1984, Survey Research Hongkong published a document entitled "Project Agreement - A research proposal on the public's acceptance of the 1997 Draft Agreement". In this document, we discussed the need for a major Public Opinion Poll on this issue, reviewed the options available, and recommended a specific methodology.
