2. Population, sample and method
2.1 Population: Residents over 18 years of age in the district
of Sham Shui Po East with the five constituencies: Pak Tin,

Shek Kip Mei, Nam Shan and Yau Yat Tuen, Nam Cheong East and
Nam Cheong West. (According to data from the Census held in
1981by the Census and Statistics Department, the number of
residents above 18 in the district was 179,377, 73% of the
number at all ages.)
2.2 Sampling: Systemetic sampling method was used. A 1% sample
of 523 living quarters were taken from the 52,322 living
quarters in the district. The interviewer further used a
random number table to get (a household if there exist more
than one households in the living quarter and then) a respondent
in the household.
2.3 Method: The survey was conducted by interviewing. All interviews
were conducted in Cantonese.
2.4 Interviewers: Detailed briefing was given to all the 150
interviewers before hand.
2.5 In the survey, of the 686 attempts made, 523 were successful,
74 were refused and in 89 cases, no contact coula be made in
successive visits.
3. Findings and analysis
3.1 The residents attitudes towards the formula 'HK people ruling
HK'.
The Chinese Government announced two years ago the setting
up of a 'special administrative zone' in Hong Kong and practising
'HK people ruling HK' after resuming soverei, nty over the place
in 1997. Much has been said by various parties, including
the Chinese Covernment itself about the definition and details
of the formula. The survey covers the residents' level of
