1. Dr Ding Lik-kiu rang the Hong Kong Government
requesting an interview with the Prime Minister during
his visit to London from 8-15 May.
RECOMMENDATION
2.
I recommend that the Private Secretary should write
to No 10 on the lines of the attached draft.

BACKGROUND AND ARGUMENT
3. My submission of 17 April to PS/Mr Luce recommended
that the delegation should not be seen at Ministerial
level.
Subsequently, I discussed with Mr Bone a verbal
request from Mr Archer of the Catholic Institute for
International Relations for the delegation to call on the
Secretary of State and on his advice informed Mr Archer
that the Secretary of State would not be available. The
fact that Unofficial members of UMELCO will now be
visiting London at the same time as Dr Ding's delegation,
and not calling on the Prime Minister, makes it even
more inappropriate for Dr Ding's request to be granted.
