The court should be the judicial organisation of the HK SAR;

49. The High Court should play the role of explaining the basic law and monitoring

the implementation of the basic law;

50. The Court of Appeal should be the final court in HK;

51. Source of HK laws should come from the municipal council, previous judicial

precedence and the common law;

52. The judiciary should be independent;

53. A judge should get life appointment if he has done his work well;

54. In defence and diplomatic dealings, the HK SAR should follow the legal

policy of the People's Republic of China;

55. The HK SAR should enjoy a high degree of autonomy in drawing up and

administering the local political, economic, legal and related social systems;

56. The standing committee of the NPC should explain and monitor the actual

implementation of the basic law, while the High Court of the HK SAR would explain and monitor the implementation of the legal aspect of the basic law;

57. The mayor of the HK SAR should be the ex-officio member of the NPC of

the People's Republic of China;

58. The municipal council has the power to amend the basic law;

59. The passage of any amendments to the basic law requiries a two-third votes in

the municipal council; and

60. The amendments will be effective only after they have been ratified by the

NPC.
