Kaifong Delegation:
The Kaifong delegation presented a nine-point memorandum to the head of the HK/Macau Office Ji Pengfei at a meeting on April 29. The points are as follows:

To ensure that HK people's interests and life-style would be maintained;
2. Effective measures should be adopted to boost HK people's confidence;

An early announcement should be made on the draft agreement so that HK people could express their views on it;

Travel documents and the monetary system should remain unchanged. The name HK in English should be retained and should not be spelt according to pin yin;
HK people's wishes should be taken into account in administering the territory. following the 50-year period;

The low tax system should be preserved;

The democratic system should not be promoted hastily but should be developed gradually. Administrators should be partly elected and partly appointed through consultation.
The legal system should remain unchanged and the laws should not be amended indiscriminately; and
Land leases north of Boundary Street should be renewed automatically on expiry without paying extra land premiums. But the Crown rents could be reassessed based on the price level in 1997.
Federation of HK Education Workers:
The Federation of HK Education Workers polished a 33-point opinion paper on the basic law at a press conference on May 3. The points were:

Following the reversion of sovere.gry and administrative right on July 1, 1997 a special administration region should be set up in the territory which should be called HK, China;
2. The jurisdiction of the HK SAR should cover HK Island, Kowloon Peninsula,
NT and nearly islands;
3. Apart from the Chinese flag, HK coule fly the SAR flag to facilitate its
international dealings;
