the Hong Kong people administering themselves will work if it is 100% genuinely Hong Kong people administering themselves.

Summing up, we wish to highlight

the following three points

Britain has a moral obligation over the future of Hong Kong to the 5 million odd residents.

Hong Kong people are of the opinion that the Sino-British Agreement should take the rights and interest of liong Kong residents into consideration, but many Hong Kong residents fear

that this aspect will be overlooked when the final agreement is reached.

The key to the success of self-administration for Hong

Kong lies on the detailed arrangements and it must be genuinely Hong Kong people administering themselves.

If possible, Hong Kong people

wish that Britain will still have some degree of link with

Hong Kong after 1997.
