livelihood, the respondents expressed

that the government should take prompt action on the following: -

(a) most urgent: to implement a

comprehensive social security system, to control inflation and review of wages (over 65% of mailed questionaires and interviews) (b) urgent: a permanent, independent

and self-contained unit for every household, monitoring of the public facilities by the citizens (over 30% of mail questionaires and interviews) (c) less urgent: Chinese be the official language, improvement of medical and social welfare provision (less than 35% of mail questionaires and interviews)

(4) Formulation of the Fundamental Law

"Mini-constitution"

On the formulation of the Fundamental Law or Mini-constitution, 60% of the respondents demanded for active participation on the part of the Hong Kong people. This included the involvement of representatives of Hong Kong people at the drafting stage, and the adoption of amendment to the constitution with the consent of local residents.

5.1% (8.9%) refrained from giving opinions on this questions.
