(3) of those who support HK people administering HK',
a) 92.7% demand that Hongkong people take part in drafting the
basic law;
b) 95.0% demand that representatives from the grass-roots level in Hong Kong should sit in the basic law drafting committee; c) 94.8% agree that the draft of the basic law should be fully
discussed by Hongkong people.
(4) Opinions on the pre-1997 administrative system: (Legco)
a) 85.3% are of the opinion that there should be elected members
in the Legco;
b) of those who support an elected Legco, 90% demand that at least
half of the Legco members should be elected.
Judging from the results in (2) and (4), one can see that the inter- viewees have the same opinions on the administrative system before and after 1997. Their wish to have elected members in the Legco is
most evident.
(5) Opinions on the present government:
a) 34.3% are satisfied with the HK Government's policies; b) 46.5% think that Legco members can represent public opinion; 41.4% feel that Exco members can represent public opinion on the HK future issue.
4. Recommendations:
a) The IIK Government should introduce an elected element to the Legco
by 1987. The majority or all of the seats in Legco should eventually be democratically elected.
b) When drafting the basic law, the Chinese government should let grass-
roots representatives take part. The draft of the basic law should be made open for discussion by the public. At the same time, the Chinese government should widen its contact with people from all walks of life in Hong Kong and understand their feelings about the future administration of the territory.
c) The HK Government should subsidize public groups in the promotion of democratic education and should include civic education in the curriculum of secondary schools.
