The private land involved presently forms part of an existing service lane at the back of the buildings at 131A-139 Queen's Road East. Attempts have been made to obtain agreement from all the owners concerned to permit Government's contractors to occupy the area under a licence during the works period. However, because of the considerable number of owners involved, complete agreement has not yet been obtained and is unlikely to be obtained within the time before work should
commence.
Compensation and clearance

The resumption involves a total of seven private lots. Compensation for resumption and clearance is estimated at $60,000, for which sufficient funds are available.

The clearance will involve both private land and Crown land. Altogether about 13 structures including one dwelling house and 12 building extensions occupied for storage purposes will need to be cleared. Only one person will require to be rehoused in accordance with present housing policy and ex-gratia domestic removal allowance will be paid if he is found eligible for it.
Recommendation

The institution of resumption proceedings is recommended to meet the very tight programme for the project. Should Members advise that the land is required for a public purpose, then the resumption of land will be ordered and month's notice of resumption will be given.
Public reaction

The proposed resumption may attract some adverse comments from the minority of owners who are unwilling to co-operate, but they are unlikely to receive much support from the general public.
