Policy responsibility for land, public
works and private building rests with the Secretary
for Lands and Works. He is responsible for the
formulation of policies relating to the planning,
supply and use of land to meet the needs of the
government and the private sector and for the
preparation of a territorial development strategy.
He is responsible also for the comprehensive
planning and co-ordination of the physical development
of the territory; planning, provision and efficient
use of financial and manpower resources;
and
monitoring the use of such resources in capital
works and maintenance programmes.

The Secretary for Lands and Works monitors
the performance of the six departments which together
constitute the Lands and Works group. These
include the Lands Department, which co-ordinates
all aspects of land administration (including
surveying, planning, land sales and development,
and legal matters).

the use of land within the framework of land use
zoning and development plans, and to provide sufficient
