with reference to paragraph 3 of our telegram No. 365 of 5 May, I enclose a copy of a factual background paper on land and public works in Hong Kong. This is intended for use as background material upon which the British delegation can draw in answering questions which might be raised by the Chinese side.
The paper
is also in a form which could be handed over to the Chinese if necessary.
If you require further information than that included in the enclosed paper, please let me know by telegram.
