4) You wrote to me on 6 February asking whether we could
locate certain Commissions issued in the early 1840s. I am sorry that it has taken me so long to send you a sub- stantive reply, but I am pleased to say that we have been able to track down some papers that seem relevant. These we have obtained from the Public Record Office, in File FO83/891.
The first (at p. 301) is a draft Full Power to Rear Admiral George Elliot and to Captain Charles Elliot, appointing them Commissioners, Procurators and Plenipotent- iaries: the draft is dated 28 January 1840. The second
(at p. 401) is a draft Full Power appointing Sir James Bremer and Captain Elliot as Commissioners, Procurators and Plenipotent- iaries: this is dated 27 February 1841. Copies of both are enclosed. The file does not contain the final versions of these Full Powers, which would presumably have been in the possession of the people to whom they were given. The drafts, however, may be sufficient for your purpose.
In the same volume there are four other draft Full Powers which might possibly concern the same negotiations with China, and in case they are of any interest to you I enclose copies. They do not, however, relate to Bremer or the Elliots, except for that at p. 269. Copies of all four are enclosed.
