I submit a draft minute from the Secretary of State to the Prime Minister, copied to OD(K) Ministers, giving an assessment of Sir Geoffrey Howe's visit to China and Hong Kong and general proposals for the way ahead.
2. The draft minute refers to the possibility of presenting the Chinese with a revised draft agreement. I have submitted separately
on the detail of this.
