We spoke about the paper on "Undertakings
to Hong Kong
people" and agreed that this would almost certainly require further discussion with the Home Office before presentation to OD (K). We are submitting two other papers which should go to the Committee:

Arrangements for testing the acceptability in Hong Kong of any agreement with the Chinese.
The future development of representative government in Hong Kong - Green Paper.
You should have these for the Secretary of State's box tonight, with the aim of their being circulated to OD(K) on Monday. I have informed the Cabinet Office.
