It would be helpful if you would seek to ensure that the usual rules on circulation and format are adhered to wherever possible. The next meeting of OD (K) had been arranged for 17 July, which should allow sufficient time following the Foreign and Commonwealth Secretary's discussions this week with the Governor of Hong Kong and HM Ambassador at Peking for the circulation of papers in memoranda form by Wednesday 11 July.
