HONG KONG: CONSTITUTIONAL DEVELOPMENT AND FUTURE STRATEGY

Following the Secretary of State's meeting this morning,

I submit:

a draft minute from the Secretary of State to the Prime Minister, attaching the Constitutional Green Paper and a note on the Governorship.

A further draft minute on Item 2 with a paper and

annex.

A draft telegram to Peking and Hong Kong.

The telegram forewarns the Ambassador and Governor that they will probably need to come to London for discussions on 4 July. I think there is no doubt that this will be necessary. With the prospect of a visit by the Secretary of State to Peking getting firmer and given our differences with the Governor on constitutional questions and Item 2, I am sure that a meeting with him and the Ambassador will be essential. There is also the question of whether the Governor may suggest a visit to London by EXCO Unofficials. We are certainly likely to be making proposals which will be very unpalatable to them and we need to keep them with us if possible. There is not much time however and it would not be practicable to combine a debate with the Governor with an EXCO visit. An alternative might be for the Secretary of State to visit Hong Kong on his way to Peking. There was much pressure for this at the time of the April visit and it could be one way of defusing criticism.
