141 ? The PUS has seen the draft paper attached to your
142 submission of 15 March. He thinks this will be an
extremely difficult exercise, but sees no alternative to what is proposed. The PUS thinks that the paper is well argued and comes to the right conclusion. The PUS presumes that in the third stage HMG as the colonial power would have the right to commend the draft agreement to the people of Hong Kong, saying that in their judgement it is the best that can be negotiated and that it would provide for the continued stability and prosperity of Hong Kong.
Paragraph 8 (iii) might be strengthened slightly to reflect this.
