HKK In reply to your letter of 9 December, I attach a draft paper

on shipping in Hong Kong after 1997 which develops the very general principles put forward by the Chinese. It is not very detailed but it covers all aspects relating to the shipping register and its administration, as well as the port, although I do not know enough about the "free port" status to develop this theme further.
I am not sure whether you are consulting John Henes in Shipping Policy separately about other aspects of shipping, e.g. cabotage, liner conferences, etc. These are only covered in the broadest terms in paragraph 7.
I hope this is alright as a start but please let me know if there are any other aspects which should be expanded.
