My comments on the points made by Peking are:

2. I think it will be better to omit the words "including those in other parts of China". Please see my minute of

2 February.

Paragraph 1(C)

Whether to accord special treatment to Soviet bloc vessels is really a question of policy.

Paragraph 1(D)

4. I would see no objection to the insertion of a reference to cooperation between the United Kingdom and China.

For example, the last sentence of paragraph 5 of Hong Kong telegram no 272 of 1 February could be split into two sentences as follows:

"The Hong Kong SAR would, with the cooperation of the

Governments of the United Kingdom and the PRC, maintain its associate membership of the International Maritime Organisation as 'Hong Kong (China)'. It would participate

5. Again this is really a question of policy and tactics. I would see no objection to dropping the last part (referring to flags) of the text suggested in my minute of 2 February.
