MISCELLANEOUS PROVISIONS
The following provisions are concerned with powers to deal
with unfair competition from foreign ships, safety, discontinuance
of obsolete functions and other savings, casualty investigations,
and disciplinary matters.
Retaliation Against Foreign Action Affecting UK Shipping
35.
There are already powers under section 14 of the Merchant
Shipping Act of 1974 to protect the shipping and trading
interests of the UK against action by foreign governments
affecting the carriage of goods by sea. These powers need to
be extended to provide similar safeguards for passenger vessels,
so as to protect the interests of UK cruise ships against unfair
competition.
Equivalent Powers Over Foreign Ships in UK Waters
36. A power is required to enable UK legislation to be
applied to foreign ships in UK waters. Specific powers already
exist in some cases but a general power is necessary where
international conventions on safety and pollution do not apply,
for example to small ships, and for the removal of doubt
