allowed to register in a port of a 'lower' category).

Dependent territories would be able to choose the
option (category) that suits them best without
losing the advantage of recognition as a "convention"
port.
Other matters relating to registration and shipping

The proposed new qualifications for ownerhsip of British
ships are set out in paragraph 18. The main change affecting
Dependent Territories is in the requirement that, normally,
ships should be registered in the territory in which the owning
company is incorporated. Greater flexibility is envisaged in the
case of private ownership to take account of particular circum-
stances.
32.
It is proposed to retain the provisions of Sections 89
and 90 (Registry in Colonies) and Sections 735 and 736 (Powers
of Colonial Legislature) of the Merchant Shipping Act 1894.
The Channel Islands and the Isle of Man
33.
Under the new framework the same choice of Categories
of port of registry would be available to the Channel Islands
and the Isle of Man as to overseas Dependent Territories.i
However, the burden of maintaining separate marine administrations
in order to be able to register ships and to control and
supervise them would seem to be less justified in view of their
proximity to the United Kingdom, which itself maintains a
