all types of ships

Category B: all ships under 500 tons

Category C: ships under 150 tons, and fishing vessels.

Each British port of registry would be assigned

a category in accordance with the needs of the

territory in which it is located, the extent of local

shipping legislation, and the arrangements for

a

maintaining/marine administration.

This would be

done in consultation with the Governments concerned.

Different arrangements could be made for the Channel

Islands and Isle of Man, because of their proximity

to the United Kingdom (see below).

iii Ports of registry would only be able to register

ships within their category. Locally owned ships

which were unable to register in their territory

because they were outside its category could either

be allowed to register there exceptionally, if

satisfactory arrangements could be made with the UK

or a neighbouring country for their survey and

certification, or would be offered registration

under the British flag in another territory having

a higher category of register.

Provision would be made for changing the Category

of ports of registry to reflect changes in circum-
