1. I had a very useful meeting yesterday with Mr Douek of the Department of Transport. He also brought along useful guidance notes on the imminent proposals which will enable dependent territories to run their own shipping registers. This is a point Hong Kong asked about (and which has today over the telephone touched_on with Mr Hoare) in paragraph 5(5) of their tel 271, Mr Douek is happy for us to send the guidance note to Hong Kong for the Governor to draw on and I have cleared the form of words in the second telegram attached with him.

the first telegram attached have been cleared with Mr Douek and Mr Burrows. I do not anticipate any significant problems with EXCO on 15 February. As soon as we get the nod from Hong Kong then we and the Department of Transport can submit. (Although Mr Douek and I feel this is hardly necessary Mr Douek knows that his Deputy Secretary, Mr Knighton would like to do SO just to keep their Ministers in the picture) This should enable us to get the working paper to the Chinese at or very

soon after the next round on 22/23

February.

3. Mr Douek also passed me a list of the various IMO conventions which he thought we might find useful when we come in due course to deal with the whole question of treaties and the like. He has
