FUTURE OF HONG KONG: WORKING PAPER ON SHIPPING

Thank you very much for coming over 9 February to tie up the loose ends on this paper and for bringing the other useful material on the proposed registration changes.

We have now telegraphed Hong Kong, repeated for information to Peking, and copies of the two telegrams are attached. EXCO will discuss the paper at their weekly meeting on 15 February after which the Governor will telegraph us confirming, I trust, that they are content with it. If there are any small changes proposed we should be able to clear these over the phone but I will let you know either way. The way should then be clear for the paper to be put to Ministers with a view to it then being presented to the Chinese if possible on 22 or 23 February when the next round of formal talks takes place, or failing that very soon after. You said you did not think your Ministers would have any difficulties with the submission. You already have I believe some background material which you can use for this but if you need any more please let me know. In any case it would be helpful to us to have a side copy of the submission when it goes up. We shall similarly submit to our Ministers, again not anticipating any problems.
