Secretary of State's Meeting with Commonwealth High
Commissioners: 21 November
The Secretary of State has seen your minute of 2 November together with Mr Fergusson's comment. He agrees with your proposal that he should give an informal talk on British policy on Hong Kong, Southern Africa, Central America and the Falkland Islands. He believes that it might add some interest for the High Commissioners if he also gave some personal views on East/West relations: Soviet Department could supply material based on previous speeches by the Secretary of State.
On the defensive briefs, the Secretary of State would like these to be kept extremely short. In the case of Ethiopia, Grenada, Gibraltar, Sri Lanka, and the situation in Africa they should give the facts on our aid programme. He has indicated a number of briefs that we can probably dispense with. On student mobility he would be grateful
to be reminded of the numbers concerned in the UK.
