SECRETARY OF STATE'S MEETING WITH HIGH COMMISSIONERS, 5PM 21 NOVEMBER 1984
1. In my minute of 22 October I sounded out departments on subjects we might recommend to the Secretary of State for discussion at this meeting.
2. The Secretary of State has now agreed (see PS's minute attached) that he should give an informal talk on British policy on:-
Hong Kong
Southern Africa Central America
Falkland Islands
He believes that it might add some interest for the High Commissioners if he also gave some personal views on East/West relations.
3. I should be grateful if HKD, SAfD, MCAD, and FID could provide material in brief speaking note form, sufficient for about 4/5 minutes on each subject for inclusion in the address. These notes should be backed by similarly brief 'Essential Facts'. The same request goes to Soviet Dept for similar material on East/West relations based, as suggested, on previous speeches by the Secretary of State. contributions should be in draft to be incorporated into final form by CCD. Defensive briefing is being commissioned separately.

4. Material should reach me by close of play on Wednesday 14 November at the latest for submission to the Secretary of State by 16 November.

Assistants might like to forewarn Heads of Department that their presence may be required at the meeting if the Secretary of State so wishes. Others may be invited to attend for the drinks only (ie commencing about 6pm).
