People of Hong Kong now making views known on overall package of arrangements proposed for them. An Assessment Office established to collate these views impartially and to produce a report. This report and that of the two independent monitors (Sir P Nairne and Mr Justice Simon Li) appointed to supervise assessment procedure to be published by end of November and laid before Parliament. Parliament then to debate agreement taking full account of Hong Kong's views.

13. If Parliament considers draft agreement to be acceptable, will be signed by end of year and ratified before 30 June 1985.
