No hesitation in commending agreement to Hong Kong and to Parliament. Pleased that initial reactions to it generally favourable both within and outside Hong Kong.
11. Has been HMG's consistent position that any agreement on Hong Kong's future reached with Chinese Government must be
acceptable to people of Hong Kong. Their views taken into account
to maximum possible extent throughout negotiations, largely though not exclusively through process of regular consultation with
Governor of Hong Kong and his Executive Council.
