CONFIDENTIAL
SECRETARY OF STATE'S MEETING WITH HIGH COMMISSIONERS, 5pm,
21 NOVEMBER 1984
DEFENSIVE BRIEF: AFGHANISTAN
POINTS TO MAKE
UNGA
1.
Record majority (119-20-14) renewed condemnation of Soviet
Union in UN General Assembly debate. Demonstrates that inter-
national concern, after nearly five years of Soviet occupation,
has not diminished.
UN Initiative
2.
We support Cordovez' efforts based on provisions of
UN resolutions. Der prospects for political settlement still
remote. Pakistania have been helpful to Cordovez and the bar
to progress is Soviet refusal to negotiate a timetable for
withdrawal. The message from international community must be
that Soviet Union must make this concession, in own beat interests and interests of suffering Afghan people.
