Special Fund for Africa. There has been no actual call by the World Bank for a Special Fund. UK willing to attend a donors
meeting to discuss the Bank's proposed Programme of Action of Sub
Saharan Africa, but do not favour a fragmentation of the World Bank Group's efforts. We remain willing to consider supplementary financing for IDA 7 on satisfactory conditions if other donors will
do so to.
5. Lomé III. The final package is now virtually complete. Trade
more important to the ACP than aid - and we are disappointed at the
outcome on trade as the ACP will be.
