POINTS TO MAKE

1. Welcome elections on 3 December and return to

democracy.

2.

Outcome of general election difficult to predict,

but most observers feel that the New National Party will

win a majority if it can hold together. We are prepared

to deal with whatever democratic government is returned.

3.

Trials of those accused of murdering Maurice Bishop

and others is a matter for Grenadian authorities.

4.

Observation of Elections. Gave positive response to

Secretariat's circular letter conveying invitation from interim

administration for Commonwealth to observe elections. Believe

Commonwealth should have role in assisting in organisation of

free and fair elections.
