POINTS TO MAKE CYPRUS

1.

HMG committed to peaceful, just and lasting settlement

to Cyprus problem.

Continue to believe UN Secretary General best placed to

make progress towards that end. We welcome his latest

initiative. [If pressed] Secretary General's proposals are

confidential.

Prime Minister saw President Kyprianou on 24 September

the made clear Britain's support for a unitary state

of Cyprus. Secretary of State met Halefoglu in New York on

Sember when he asked Turks to urge flexibility on Denktash.

Commonwealth Action Group

4.

Secretary of State met the Commonwealth Action Group

in July in London. All those who want to see a settlement

should support the Secretary General's efforts. Believe

Commonwealth Action Group will be most effective if it acts as

a complement to Secretary General.

Guarantor Power Consultations [If raised]

5. We proposed consultations under the 1960 Treaty of

Guarantee with Greece and Turkey immediately after the purported. Turkish Cypriot declaration of independence. The Turkish

Government agreed to them but the Greek Government declined.

[If pressed] Bilateral consultations not envisaged under

Treaty. The Secretary General is best placed to act as mediator.
