VISIT OF CANADIAN SECRETARY OF STATE FOR EXTERNAL AFFAIRS: 10-12 DECEMBER 1984
1. Mr Joe Clark, Canadian Secretary of State for External Affairs, is to have talks at 11.30 am followed by a working lunch with the Secretary of State on Tuesday 11 December. This will be the first substantive meeting between the two Ministers since Mr Clark was appointed Secretary of State for External Affairs when the Progressive Conservative Government took office in September.

The meeting will provide an opportunity for a exchanges on matters of common concern, in which particular attention is likely to focus on East/West relations, and also on Alliance questions, since the meeting will take place on the eve of the NATO Ministerial meeting. It has been agreed with the Canadian High Commission that East/West, arms control and disarmament and Alliance questions should be taken first leaving a survey of the world scene and other international and bilateral issues to be covered later in the talks and over lunch.
3. I attach a suggested list of briefs with, an indication of Departmenst responsible and should be grateful if recipients would
(a) let me know by Friday 30 November if they think the
subject is is included unnecessarily or if additional subjects should be included and
(b) produce briefs taking into account the points noted on the list
Briefs should be in the new format of Points to Make on blue paper with Essential Facts on white, 11⁄2 line spacing in each case, with the heading as at the top of this minute, followed by the subject. They should be cleared with Under-Secretaries as appropriate. Ten copies of the briefs,
