The recommendation adopts this compromise proposal, which would allow the Secretary of State to concentrate on the matters most immediately at hand while he was in Hong Kong, but would also convey to Mr Hayden that he was receiving some special consideration. The personal message might be sent to Canberra after the Secretary of State's departure from Hong Kong. It could be fairly full and informative

In addition, the Secretary

of State may wish to consider telephoning Mr Hayden at a convenient moment while they are both in Hong Kong. Even if no substantive business could be transacted, this would be a courtesy which Mr Hayden would no doubt appreciate.
