FUTURE OF HONG KONG: ARTICLE FOR HOUSE OF COMMONS MAGAZINE
1.
I submit a draft article by Mr Luce for inclusion in the House of Commons Magazine in the week of the debate on the agreement, as requested in your minute of 16 November. It is just over 1,300 words long. It should reach the magazine by 28 November. I understand that Private Office wish to see the article before it is sent for publication, and I am copying this minute to them.
2.
I remain a little concerned that the article to some extent anticipates what the Secretary of State will need to say in his opening speech in the debate. Given that the article and the speech must cover similar ground this is inevitable. The tone of the article is obviously somewhat diffit, and for this reason it may be acceptable.
